Abstract

This article addresses the problem of ensuring the operational resilience of regulated financial systems amid the growing technological complexity of digital financial infrastructure and increasing requirements for the reliability of critical services. Particular attention is given to the interrelationship between risk-based testing, performance engineering, and quality management practices as key instruments for maintaining the resilient operation of financial platforms. A review of contemporary studies on operational resilience, technology risk management, performance testing, digital resilience, and quality assurance in regulated environments was conducted. The analysis revealed that existing approaches primarily focus on individual aspects of resilience, while the issue of their comprehensive integration remains insufficiently explored. Based on the findings, an Integrated Operational Resilience Model for Regulated Financial Systems was developed, combining risk management, testing, performance analysis, automation, resilience validation, and release readiness assessment into a unified quality assurance framework. The proposed model can be applied to the development and operation of banking platforms, payment systems, and other financial services operating under stringent regulatory requirements. The article is intended for software quality assurance professionals, performance engineers, enterprise architects, technology program managers, risk management specialists, and researchers studying operational resilience in financial organizations.
